Cape Town taxis are metered and are usually ordered on demand by the restaurant or hotel. They don't just drive around waiting to be hailed like New York or London taxis, although you are likely to find some at night outside many Cape Town clubs and bars. Ask the expected fare before getting in e.g. the faire from the V&A Waterfront to Long Street is about R45-50 one way.
